Construction Industry Scheme - Limited Company engages another Limited Company?

If a limited company engages another limited company to perform works in a domestic property, does the Construction Industry Scheme apply?

For example, if a heating company sub-contracts a gas boiler installation to another limited company, would the scheme apply, or is it only if the sub-contractor is a self-employed tradesman?
